Yeah, us, too...ARGH!
Here's a clear explanation to help explain it:
REST ASSURED THAT 100% of the tax paid by RESIDENTS for the library will go to the library.
By state law, however, a small portion of property taxes paid by businesses in a Downtown Development Authority remain with that authority. It is only businesses along Big Beaver that are in the Troy DDA, so 100% of the library millage collected from businesses in the rest of Troy will go to the library.
Another state law requires that a fraction of property taxes paid by businesses be set aside for the brownfield fund (cleans up toxic waste from years ago like leaky gas tanks from gas stations that are no longer in business, etc.).
But again...REST ASSURED THAT 100% of the tax paid by RESIDENTS for the library will go to the library.
